Delphi Corporation agreed to pay a penalty of $50,000 for three exports of Triethanolamine to South Africa and the People’s Republic of 中国 without an approved license. Triethanolamine is classified under ECCN 1C350.c.9 and is controlled for chemical and biological weapons proliferation reasons. Interestingly enough, Triethanolamine is an ingredient in skin lotion, 眼啫喱, shampoos and shaving cream and can be used in the manufacture of nitrogen mustards type chemical weapons.

(Maybe that’s why my face broke out when I used that new shaving cream.)

Delphi voluntarily disclosed these violations and, 事实上, 50美元,000 penalty will be suspended for one year and then waived provided that Delphi does not commit any other violations during the year suspension period.

顺便说一下, if you see somebody purchasing huge amounts of skin lotion or shaving cream, so you might want to report them to the authorities because they probably plan to extract Thriethanolamine to make chemical weapons.
